Julie Nichols is an attorney and executive with over twenty years of combined legal, contract, business, consulting, and management experience. She assists clients with all facets of business transactions, disputes, and compliance. Ms. Nichols’ contract management and business executive experience give her a unique perspective on her clients’ business needs when giving legal advice.
Ms. Nichols advises clients on the full range of government contracting issues, including: FAR compliance; small business subcontracting requirements; GSA Federal Supply Schedules (FSS); organizational conflicts of interest and personal conflicts of interest; intellectual property and data rights; restrictions on hiring former federal officials; non-compete and non-solicitation agreements; non-disclosure agreements; price adjustments; subcontracts and teaming agreements; bid protests; joint ventures; proposals; novations; buy American and trade agreements; FOIA and data privacy; GSA real property contracts; disputes and contract claims under the Contract Disputes Act (CDA); business ethics, including the Contractor Code of Business Ethics and mandatory disclosure rule; suspension and debarment; terminations; and government audits and investigations.
Ms. Nichols also advises clients regarding general corporate matters, corporate formations, corporate governance, equity and debt instruments, and mergers, acquisitions, and asset purchases. She has extensive expertise in drafting and negotiating contracts, leases, and other transactional documents; conducting due diligence; and researching, analyzing, and reporting on various legal issues.
In addition to her work as an attorney, Ms. Nichols has served in senior and executive management positions with federal government contractors, as well as the Internet companies Network Solutions and VeriSign. She has served as a contract manager for federal, state, and private contracts. She represented corporate clients at Pillsbury Winthrop Shaw Pittman and corporate and government contract clients with Centre Law Group in the Washington, DC metro area. The FOIA program she designed and implemented for the U.S. Customs and Border Protection Acquisition Office won a 2012 Department of Homeland Security Small Business Achievement Award.
